The Tri-Smart Network is based on the Tri-Smart Plan developed in 1999-2000, as part of a grant competition for the Tri-Community region of Spruce Grove, Stony Plain, Parkland County, and Area. FACTSnet was born out of this plan and continues to sponsor Tri-Smart.
